Legal compliance

NMC Gazette 2021 Compliance: What Indian Students Must Legally Verify

Before paying any fees, confirm these mandatory requirements under the NMC Gazette 2021 guidelines:

01

NEET Qualified

Mandatory for all Indian students enrolling in any foreign medical university. No exceptions, no workarounds.

02

WDOMS Listed

Your specific university must be listed in the WHO World Directory of Medical Schools. Verify at wdoms.org — not all Russian medical faculties are listed.

03

54-Month Minimum Course Duration

The academic programme (excluding internship) must be at least 54 months. Confirm this in your admission letter.

04

12-Month Mandatory Internship

Must be completed at the same university's teaching hospital or an NMC-approved facility. Internship at non-teaching hospitals does not qualify.

05

English-Medium Instruction

Your admission letter must explicitly state English-medium. Some Russian universities offer "bilingual" programmes where clinical subjects switch to Russian — verify before enrolling.

06

Single University Rule

You must complete your entire MBBS from the same university. Transfers between Russian universities mid-course create NMC compliance issues.

07

Annual NMC Review

The approved list changes annually. A university approved in 2025 could be delisted in 2026. Always check the current NMC Gazette notification.

08

Geopolitical Note

Following the Russia-Ukraine conflict, some families worry about safety and sanctions. The reality: Indian students in Russian university cities are safe. There have been no incidents affecting Indian medical students. Indian embassies and consulates operate normally in Moscow, Vladivostok, and St. Petersburg. However, international banking transfers can occasionally face delays due to sanctions — AV Global has established payment channels that work smoothly.

On the ground

What Does Daily Life Actually Look Like for Indian MBBS Students in Russia?

The Climate — Be Honest With Your Child

Russia is cold. There is no way around this.

Moscow winters average minus 10 to minus 15 degrees. Siberian cities like Tomsk, Kemerovo, and Barnaul can hit minus 30 to minus 40.

Your child needs serious winter gear — not a jacket from Decathlon, but proper thermal layers, insulated boots, a fur-lined coat, and gloves rated for minus 30. The first winter is genuinely difficult.

Indian Food

Russian university cities with large Indian communities (Kursk, Kazan, Rostov, Volgograd) have Indian restaurants and Indian grocery stores. AV Global's partner hostels provide Indian mess food — dal, rice, roti, sabzi, both veg and non-veg.

In smaller cities, Indian food options are limited and students often cook together in hostel kitchens. We always recommend cities with established Indian food infrastructure — your child's mental health depends partly on eating familiar food.

Hostel and Accommodation

Most Russian government universities provide on-campus hostels at very low cost (USD 50-150 per month). These are typically shared rooms (2-3 students per room) with common kitchens and bathrooms.

AV Global arranges dedicated Indian student floors where possible, with familiar cooking facilities. The hostel quality varies significantly between universities — always ask us for photos and student feedback from the specific hostel before choosing.

Safety

Russia is safe for Indian students. University cities have low crime rates and visible police presence.

The Russia-Ukraine situation has NOT affected Indian students in any Russian city. Indian students walk freely, use public transport, and explore Russian cities without safety concerns.

That said, students should avoid walking alone late at night in unfamiliar areas — the same common sense that applies anywhere in the world.

Indian Student Community

Russia has the LARGEST Indian MBBS student community of any country — over 30,000 Indian medical students currently. Cities like Kursk alone have 3,500+ Indians.

This means your child will have seniors to guide them, friends who speak their language, and a support network from day one. Diwali is celebrated in Russian universities.

Holi is celebrated. Indian cultural events happen regularly.

Language

Classes are in English for international students. But from Year 3-4, clinical rotations involve Russian-speaking patients.

Universities teach Russian language as a compulsory subject in Year 1-2. By the time your child enters hospitals, they will know enough conversational Russian to take patient histories.

Students who learn Russian well have a significant advantage in clinical years.
